Barking Nuisance with Empty Water Bucket (Norman, Oklahoma)

Over the years I have suffered from numerous barking dog nuisances in four different neighborhoods in Norman, Oklahoma. I put my first video online of this particular nuisance in February 2008. www.youtube.com The nuisance is right next door. I made the video from my back porch. Not long after these irresponsible dog owners moved in, I frequently began to hear from their back yard a rattling sound before I left the house in the morning. One day I was outside and observed that the noise was the dog pushing his empty water bucket around. On another day I observed one of the owners coming outside filling the water bucket. Shortely thereafter the dog began to gulp down water vigorously. Notice that there is a rope around the dog’s neck. He is tied to a tree. Every time I have seen him he is tied to that tree. Dogs who are tethered like this are usually barking nuisances. Their problem is that they are neglected by their owners, and excessive barking is their way of expressing anxiety and asking for attention. I have never seen these people taking the dog for a walk. As you can hear from the video, he is often joined in his barking by the unseen dog in the lawn to the east.

    You’re right. I have never seen these miscreants walking the dog and they’ve been there since February 2008 and their dog is turning my life into hell. The dog is tied to the tree with a rope and has limited range of movement.

    Obviously this dog owner puts having a pet as more righteous than the sanity of people’s right to peace and quiet that it disrupts.

    I feel if you want things to get done, do them yourself. I’d presume you spoke to your neighbor before anything, correct?

    Noise = Abuse
    In this case it is neglect. Noise is a factor of the “broken window” effect. It is a sign of something wrong, and that is why noise is so unpleasant to those of us with sensibilities.

    I don’t know about your City Ordinances but here between the hours of 0800 8:00am and 2200 10:00pm life goes on, after those hours there is a noise curfew.
    Call your local Animal Control and file a complaint there.
    Maybe even resort to spiking a steak with “Nytol” lol, just kidding

    Heartbreaking. It’s sad that his barking is disturbing your peace, but I also feel sorry for the neglected dog.
